Every operational record (incident, chemical, inspection, plant item, contractor) carries a workplace_id, so when you switch the workplace in the header, every list view filters to that site. A central Workplace Manager sees the whole picture; a depot manager only sees their depot. It's enforced at the database row-level via Postgres RLS, not just in the UI.
